The institute carries four groups specialised in different areas: The European Union and international politics, Strengthening democracy in the Netherlands, The Citizen and Administrative Change, and Democratic Participation and Diversity (Minority Participation). It is partially funded by the Ministry of Internal Affairs of the government of the Netherlands. The Institute publishes books, organizes conferences and events and carries out social and political projects.

Citizenship Foundation (SBK), the former body of IPP, was founded out of concern amongst reserchers and political party members when voting turn-out rate dropped during the 1960s. It was then funded by the Ministry of Welfare.
